Grant Description

The Emergency Management Performance Grant (EMPG) provides formula funding to states and territories, including the U.S. Virgin Islands, to build and sustain all‑hazards emergency management capabilities. Funds support planning, training, exercises, equipment, and readiness.

Eligibility

• State, local, tribal, and territorial emergency management agencies
• USVI receives a base allocation as a territory

Application Process

• Applications are submitted by the State Administrative Agency (SAA) via FEMA GO
• Local and territorial subrecipients apply through the SAA following local guidance
