- Emergency Food & Shelter Program
- Program Description: A FEMA-funded program authorized by the McKinney-Vento Homeless Assistance Act of 1987. The program supplements and expands ongoing work of local nonprofit and governmental social service organizations to provide shelter, food and supportive services to individuals and families who are experiencing, or at risk of experiencing, hunger and/or homelessness. The program may also receive funding to award to the National Board for distribution to local social service organizations that provide humanitarian relief to families and individuals encountered by the Department of Homeland Security (DHS).
- Eligibility: EFSP National Board funds jurisdictions nationwide to support local organizations serving people experiencing or at risk of homelessness or hunger. Funds address non-disaster emergencies using population, unemployment, and poverty data. Local boards award grants for services including:
- Food, in the form of served meals or groceries.
- Lodging in a mass shelter or hotel.
- Rental or mortgage assistance to prevent evictions.
- Utility payment to prevent service cut-offs.
- Transportation costs associated with the provision of food or shelter.
- Supplies and equipment necessary to feed or shelter people.

- Hazard Mitigation Assistance (HMA)
- Program Description: FEMA's hazard mitigation assistance provides funding for eligible long-term solutions that reduce the impact of disasters in the future. Mitigation planning and actions break the cycle of disaster damage, reconstruction, and repeated damage.
- Eligibility: FEMA has released Version 2.1 of the HMA Program and Policy Guide (HMA Guide). This guidance is effective as of January 20, 2025, and reflects Administration and Agency priorities including recent executive orders and Federal Regulatory updates. The HMA Guide covers four mitigation grant programs:
- Building Resilient Infrastructure and Communities (BRIC)
- Flood Mitigation Assistance (FMA)
- Hazard Mitigation Grant Program (HMGP)
- Hazard Mitigation Grant Program Post Fire (HMGP Post Fire)
- Application: States apply as primary applicants for Hazard Mitigation Assistance funding. Local communities apply as sub-applicants through the state. Federally recognized tribes can apply through their state or directly to the HMA program, and may choose to apply as sub-applicants or primary applicants.
